Galaxy ATell them to go to the Dialer's Settings and click on Quick Decline Messages & Uncheck or Toggle Off, it depends on the model & One UI version on their device.
They could also try going to Settings > Apps Search for "Phone", Click on it and Scroll down to Storage & Clear Both Cache & Data for the app > Reboot.

Go to the Dialer's Settings & Quick Decline > Click on the Trash Bin and select all 3 & Delete.
