I can't use camera because it says "i'm on calls" but i'm not on anyone call

Why it says that i used another calls but the fact is not, i'm so confuse. You can clearly see here my recent tabs are already clear. But when i want to use camera it says "can't record video during calls". 

What should i do?

I don't call anyone

Udah coba clear data app kamera dan lakukan wipe cache partition dari recovery mode?
