Question about keyboard

How do I change the feature that when I scroll back and forth on a sentence that I wrote, for some reason when I touch the screen it just magnifies where ever i move my finger but wont scroll?

It only magnifies when I type, and then try to scroll by finger back and forth.

It doesn't magnify just by touch but only when I try to drag the sentence to scroll
