Please follow the below steps and check:
Open Messaging app >> Click on 3 dots(Top right corner) >> Settings >> Chat features >> toggle ON (Right) Enable chat features >> restart device.

If it is still not working then contact the carrier.

mine doesn't have the option for chsr features on my galaxy Z fold like it did on my galaxy s20 ultra
