Notifications Blurring My Screen

This evening I noticed that notifications coming in have blurred my screen. I don't recall changing anything.. does anyone know how to stop this? Pic attached with example.

I'm facing the same problem. when notification pops, my entire screen blurred. Interrupt me from playing games. I noticed if I bring the notification panel down, it will also blurred my screen.
