Galaxy NoteAs if adjusting the sensitivity of the sensor for hbm. Or atleast like an option in display assistant from good lock. In fact they gave an option for extreme brightness but not to limit that.

As suggested by RedDogRabbit, you can disable Adaptive Brightness by going to Settings > Display > Adaptive Brightness and turning it off. Once disabled, you can manually set your preferred brightness level to suit your needs. Additionally,
Extra Dim Feature: In Settings > Accessibility > Visibility Enhancements, enable Extra Dim to reduce brightness beyond standard limits.
Screen Modes: Adjust Screen Mode under Settings > Display to a less vivid option, which may reduce perceived brightness intensity.

Galaxy NoteI now remember that one plus 8 pro had a feature that use both sensors in front and back to adjust adaptive brightness. Which was more practical.
