Galaxy Note
Why when I set it to 4K does it say --:--/5:00? Is there a way to record past five minutes or is this limited for a reason. Also on 1080p/60fps (or whatever FHD60 is) says ten minutes of recording time.
In case it matters I have the Note9 with 128GB with no expanded memory.

It's limited to avoid overcharging the ISP. Encoding on the fly is a very huge task. It will eventually generate a lot of heat and then it won't be able to record until it had cooled off.
You may circumvent the limit only of the environment allows you to contain more heat (such as a cold fresh day outside)

Yes it's possible. Just open Gallery, then open the video in question, select the 3 dots and tap modify. Enjoy
