Hi, can you please write back to us with the detailed description of the issue, if possible can you please post a screenshot of the issue to assist you better.
If it was my device, I'd start with Booting into Recovery & Wipe Cache, but I don't think that will fix the issue.
Doesn't sound like a Settings problem..
You could try Booting into Safe Mode & see if it's a 3rd party app causing the problem?
Regardless, I always Factory Reset after EVERY Android Version Update, and if this was my Note device, I'd definitely do that, and HOPE that it's not a hardware issue. 🤞🏻
