Send/receive MMS without manually turning mobile data on

Hello, I am in Canada and have switched between two of the "big three" carriers. 

Trying to understand how/why when I was with Telus I could send and receive MMS without mobile data being turned on (it would turn on mobile data, download what was needed, and turn data off!). A week ago I switched to Bell and I no longer have this feature. I am now missing group texts, pictures and long messages because I have mobile data off and it doesn't even send me a notification. Where is the setting that allows me to have it setup the way it was before! There is numerous reasons why I do not want data on at all times, especially when I am somewhere that has WiFi. It was so convenient to have it download what was needed via Mobile data and turn off. 
Is it an APN issue?
I have also gone through my text messaging app's settings and everything I can have on auto download is on, the issue is still persisting.

I am with Telus and and always have been and I have never seen such a feature that would turn mobile data on to download mms.

I have always had to either leave it on or turn it on manually to get mms

My Wife and I bought new mobiles nearly two years ago. Mine is an Oppo. Hers is a Samsung.

I managed to change mine to accept pictures, etc, by using a different app.

There are two apps, each called "Messages", that are pre-installed. One has a speech bubble eith three dots as an icon, the other has two speech bubbles, superimposed.

The latter is the app I set as default, and it works perfectly on my Oppo. No mobile data needed.

There are several forums, all saying the same thing, which is BS. My Wife has slowly become fed with using huge amounts of data, and I'm (after nearly two years) trying to remember how I did it on the Oppo.
