Setting for screen rotation?

Since the last update, I cannot find how to change the setting for the screen rotation when it thinks the phone has been turned.  I would so appreciate someone pointing me to it.
I tried asking  Bixby to find it but all I get from that is a screenshot.

from the quick access setting, its a square icon with a lock inside it (when screen rotation is disabled)

If it is enabled, it will show  an icon with two arrows pointing in a circular direction

Quick Access is? I thought it was when I scroll down from the top of my screen but now there's only a few items there and not what I need. Finder was there but it doesn't recognize "screen rotation".

there should be a button you can click that looks like this

Don't have that. looked in the 3 dots - not there. The only available buttons are Edit and Delete.
