Ok, this is really weird. The sync toggle got automatically turned on recently, after the Feb update. No matter how many times I turned it off, it always appeared later. Any suggestion? Btw, it's a note 9.
It could be an app that has permission to change your settings... At least that's what it sounds like. Check Settings - Apps - Special Access - Change System Settings..
