Galaxy SIn Canada, major mobile carriers like Rogers, Bell, and Telus play a significant role in the update process.
Validation Process:
Samsung provides the updates, but the carriers then test them to ensure compatibility with their specific network configurations and devices.
Staggered Rollouts:
Even within a carrier's network, updates may be rolled out in stages, meaning not all users will receive the update simultaneously.
Other Factors:
Technical issues, regulatory approvals, and other unforeseen circumstances can also contribute to delays.
Unlocked Devices:
Even unlocked devices, which are not tied to a specific carrier, often still need to go through this carrier validation process, causing further delays.
While this process can be frustrating for users eager to receive the latest updates, it's designed to ensure a smooth and stable experience for all users on a specific network.

Galaxy SLooks like cut & paste.. and it's mostly nonsense.
Canadian Carriers have little to do with Samsung updates in Canada.
Updates are NOT "rolled out in stages" for the same device.. Updates are available for the same device for everyone at the same time..
US & Canadian hardware is identical for almost all Samsung devices.
Canadian Carriers MAY have some involvement with new products, but certainly not with any Android version updates.
Canadian Carriers try to make themselves seem more important / involved than they actually are.
Rogers "update" process is a perfect example of this misinformation.

Galaxy SI, along with others have debunked this Canadian Carrier involvement years ago..
Apparently Google's A.I. is buying what Canadian Carriers are selling..
From almost 5 years ago, and nothing has changed..
