barring calls issue

Can anyone help me with barring call issue. I'm travelling and I should be able to make calls and text but everytime I try it says impossible while call barring is on. I tried to deactivate barring calls and when I do it says failed to read data, call barring rejected.

some carriers need to flip a switch on so you can make calls while travelling...
