Galaxy SA work-around I discovered:
This is not a fix, but if you save the draft email and reopen it, you can scroll easily and make edits and save it again. After editing and proofing, you can send the email with confidence.
That should give Samsung some clues as to what the problem is.

Galaxy SI have tried all the recommendations on my s21. All up to date. No joy. For me the scrolling problem does not occur on a new email. It only occurs when I try to reply to an email I receive. If I start a reply then save it to Drafts then reopen the draft the problem disappears.

Galaxy SHi there, I experienced similar problem. I would suggest go to apps, then show hidden or system apps and find Android System Webview and uninstall the updates, clear cache and restart. It worked for me like a magic. Please refer to complete guide in the below thread.
