Yes, in the camera app: top left . It's called AR emoji. It's not as good as Apple's but does the job.

can you use it in text messages? my sister has an iphone and sent me a text using it, or can android users only use it in the camera setting?

Yeah, there's an option to save them as gifs. Them you can use then in any IM app
