Help with a driving routine

I have tonnes of data on my phone plan.

My vehicle has wifi but is limited to 2gb of data.

The vehicle gets cel reception in places that my phone doesn't. 

I have my phone set to NOT automatically connect to vehicle wifi so it doesn't use up data.

I manually connect to vehicle wifi when I lose reception on phone.

Is there a way I can set up my driving routine to connect to vehicle wifi when cel reception is 1 bar, and disconnect when have 2 or more bars of reception on phone?

I don't know if this will work for you or not. Please try using Modes and Routine to see if it resolve your issue. I attached a screenshot that may help you.

I want to run the routine if mobile network is one bar. It doesn't look like that is possible. I can only base the condition (on wifi strength).

Oh...sorry, I misread your question. I think it is not possible for Mobile signal strength.
