How do I get into the beta program for one ui 7?

I don't know how to get into the program but some people have been saying that it's not in Canada? I have an s23 and I am in Canada does that make a difference? Can someone tell me how?

Betas have never been available in Canada. 

There's only 7 countries world wide that participate in the Betas. 

You can Flash the CORRECT US Beta, once they are available for the S23 series... if you know what you are doing.

The hardware is identical. You will need to Flash the Canadian CSC after to get your Carrier services, such as WiFi Calling etc.
