Contact your service provider. Make sure your SIM is properly installed. You can try to manually connect to a network in Settings/WiFi and Connections/Mobile Networks/Network Operator/Select Manually.
Your device may have been declared as stolen too. If that's the case, either you are a thief or a thief sold you a stolen phone
