Galaxy STry Resetting your Network Settings & Reboot.. you'll need to Pair your Bluetooth devices again & Log into your WiFi network again. See if that fixes the issue for you?

Yes, as adviced by RedDogRabbit please perform Reset network settings. Resetting your network settings is actually one of the best troubleshooting steps for persistent Bluetooth issues like the one you're seeing with phantom call mode.
Steps: Go to Settings > General management > Reset > Reset network settings. Confirm the reset and reboot when prompted. Re-pair your Galaxy Buds 2, car audio, watch, and log back into Wi-Fi networks. This will not delete any personal data, but it will remove all paired Bluetooth devices and Wi-Fi passwords.
If this doesn’t solve the issue, we recommend also:
Disabling Call Audio in Bluetooth settings for your Buds and Galaxy Watch. Testing connections one device at a time.
