Is there any way to recover files/photos that have been lost? My brother in law used a program to recover files that were deleted from his daughter's laptop by accident, but can't remember what it was called.

A few years ago, while my desktop was being serviced, the genius that was doing the service accidentally deleted lots of files and pictures.
I used a program called 'recova'. It ran for a long time doing a deep dive but it did restore all of my deleted files.
That was on a PC. I have also used it on my Surface Pro, and it worked well.
FYI I back up my S23 Ultra monthly.

Thank you! I'll give that a try. I have an S23, which I have never backed up, let alone my other phones I've previously had. What is the best way to back it up? Do I go with Google, icloud etc?

Go to settings, Accounts and Backup. You can backup to any of the cloud services. Personally I prefer to backup to an external USB drive.
Good luck. We hope we never need the backup, but we have car insurance for a reason.
