Galaxy SRegular text messages (SMS) don't require data, but texts that include pictures etc (MMS) Do require cell data, at least with Rogers.

Galaxy SIf it's just a text message, with no attachments, AND it's under something like 160 (not exactly sure of the limit) characters it can be sent without using cell data, BUT beyond whatever the limit is, it gets automatically converted into MMS which does require cell data.
So even without any images or other attachments, if the text is too long, then you need to enable data.

Galaxy SThis SOUNDS like it may be a limitation on this individual contacts side, that is requiring data, but I'm not sure.
Do you know which Carrier they are with?
And which Carrier are you using?

Galaxy SDo you have any other contacts who are with Virgin?
But it's possible that if they have an iPhone & are using iMessage, that could be why you have to use data.
