Galaxy SHave you tried to go to Settings & Search for "Reset" and Reset the Network Settings?
If it still doesn't work, you can see if a Factory Reset will work, but after you Factory Reset, you will HAVE to get a WiFi connection to continue.
I don't have a SIM in my S20 Ultra, so it's not a device issue.
When you say that the screen "broke", was that the result of a drop, or it just stopped working?

As said by RedDogRabbit have you tried to perform Reset Network settings? If they do not work, you may bring your device back to the factory default settings and see it the Wi-Fi and hotspot working again.
