how to get it back ? my mobile data and hotspot toogle are missing in quick pannel

When the Nougat update arrived- the toggles left us!
There may be an app out there you could find but that would be it

it's requires root access, i can't do that.

no it doesnt. read all the words....I don't have root and did it, so did hundreds of other users

I did this when it was released, works perfectly. Only problem is when I get a security update it clears it and then I have to do it again.

yes I had to do it again this morning when I got the June security update

It doesn't require root, but setting up ADB from what I've read sounds super complicated.

Lol no, it isn't. adb is just an application, like command prompt (cmd.exe). so long as you have your phone in usb debugging mode and the drivers installed by installing smart switch, you're good. see the pdf document https://goo.gl/1bGCtD I made for step by step instructions. it is more detailed than the xda instructions
