strange call forwarding issue with s9+

Just got a new on call phone, changed providers to Telus. When on call, I forward this phone to my phone. Problem is that if I decline the forwarded call to send it to voicemail, it will not go to my voicemail, it gives the message that "this subscriber has not signed up for voicemail". Weirder fact is that this only happens with land line calls. Cell phone calls go through and to my voicemail. I tried it on 3 colleagues phones, and all of them work fine when forwarded from the on call phone. I forwarded my wife's phone to mine, and it works fine going to voicemail with landline calls. When I call my own number from a landline it goes to my voicemail, then I call the on call phone number which is forwarded and get the no voicemail message. Colleagues phones are iphones on Bell and Rogers, wife's phone is samsung on Virgin, and my phone is an s9+ on Virgin.

So to sum up, when the on call phone is forwarded to mine, and a call is made from a cell phone to the on call phone, it forwards the call to me, and if not picked up it goes to my voicemail. If call is made from a landline to on call phone, it forwards the call, but if not picked up the caller gets the "no voicemail" message.

I found that the voicemail hadn't been set up on the on call phone, so set it up, put a message on and figured that would solve the problem.  It made no difference.

So my question is, why does this happen just with landline calls, and where does that call go to if it's not routed to my voicemail or back to the forwarded phone's voicemail?

Voicemail is a carrier provided feature, so I would like to request you please contact your carrier service provider for the required information. Certainly, they will assist you accordingly.

I have already contacted my carrier, and they cannot provide a solution because they say that everything is fine on their end.  Given that the service works on every other phone I've tried, and not my s9+, I figured there must be some setting somewhere on the phone that isn't correct.

I have now contacted Virgin (my carrier) and Telus (on call phone carrier) and both have informed me that their systems are working fine, and that, given that my phone is the only phone involved with this issue that there must be a problem with my phone...as I suspected.

Update- I switched the sim card from the sim card 1 slot to the sim card 2 slot, and the problem is resolved.  When I switch it back to the sim card 1 slot the problem is back.  All of the settings are identical for sim card 1 vs sim card 2.  Any thoughts now?

Sorry for the delayed response.

Please try to Wipe the cache partition of your phone and check. Follow the below steps:

- Turn off the device.
- Press and hold the Volume Up key and the Bixby key. Then press and hold the Power key.
- When the Android logo displays, release all three keys.
- An 'Installing system update' message will show for 30 - 60 seconds before the Android system recovery menu options appear.
- Press the Volume down key several times to highlight wipe cache partition.
- Press the Power key to select.
- Press the Volume down key to highlight yes, then and press the Power key to select.
- When the wipe cache partition is complete, the Reboot system now is highlighted.
- Press the Power key to restart the device.

If the issue still persists then you can Reset Network Settings:
Go to Settings>> General Management>>Reset>>Reset Network Settings>>Reset settings.

This will reset all network settings, including those for Wi-Fi, Mobile Data, Bluetooth. I hope it will fix the issue.
