Galaxy ZEvery now and then this happens and it's major annoying, it's gone once I restart the phone...is this a flip issue or general software bug?

Galaxy ZI've heard of this happening before, but I've never seen it myself.
I don't think that it's a general software issue, or hardware either..
It has occurred on various devices, and on various different versions of One UI.
It appears to be a random issue, and difficult to repeat, and therefore difficult to solve.
I'd open the Samsung Members app & Click on Support & send the error report to Samsung.

You can try Booting into Recovery & Wiping Cache, but I don't think that will permanently solve the problem for you..
You could also try backing up your device & Factory Reset.. but send the error report to Samsung first.

We are sorry to hear this buggy experience on your device. Sometimes apps or background processes may cause temporary issues.
Please try Booting into Recovery Wiping Cache partition. If you wipe your cache partition, basically it removes any temporary files that may be causing issues with your device.
1. Hold the Power button and Volume Down to open the power options where choose the Power off.
2. When the screen goes dark press the Volume Up and Power keys together.
3. Let go of all held buttons when you see the Recovery mode on the screen.
4. Then you should select Wipe cache partition. Use Volume Up to navigate and the Power button to accept it.
5. Choose Yes and press the Power key to confirm that operation.
6. After that select Reboot system now with the Power key.
If that doesn't fix the issue, Boot the device in Safe Mode (hold Power, then tap and hold Power off > Safe Mode). If the issue stops, it might be caused by a third-party app.
If the above steps don't work, then as a last resort please perform factory reset the device. Please back up your data before performing factory reset.

Also, we request you to send us an error report using Samsung members application.
Open the Samsung Members app, and then tap the + key at the bottom right > Tap Error reports > A message will populate for you to choose Always to send the system log data or Just this time. We recommend being connected to Wi-Fi network depending on your mobile network plan > You will be able to choose from Category on what issue your device might be experiencing among the list > Please enter issue details or attach a video or screenshot to make easier to understand. Then press Send icons to complete report.
