Galaxy ZShould be: Settings > Apps and choose which apps you want to get Notification Badges from > Click on Notifications for that app & Toggle ON "Badges".
I use Nova Launcher & I know with it's Notification Badges, the badge on the App's Icon disappears after you have looked at any of the messages, it doesn't matter if you still have some unread.
However in the apps themselves, ie: Gmail, Google Messages, there's still a notification of unread messages, just not on the App's Icon, until you get a new message.

Galaxy ZYou need to go into Notification Categories & then you can Click on a Contact & if you have Notifications on for the Contact, Notification Badges SHOULD be Toggled ON by Default.
BUT I don't think that it's possible to keep the Notification Badges displayed, after you have opened the app & viewed ANY of the messages.
Within the app, ie: Google Messages, you'll still see a notification for unread messages though.
As seen in the last screen shot illustrated by the dots in the red box.
