Used and about 2-3 years old yes. If you can get a 10th Gen i7/i9 laptop with DDR5 ram for super cheap that has TB3 you could use an external GPU from laptop and connect to external monitor.
But you'll be hunting a long time to get a powerful internal GPU which will be a mobile GPU.
FYI careful to avoid the NVidia A series mobile GPUs in laptops as those are geared for Architects and AutoCAD type software, they under perform at gaming.
