I discovered how to fix the issue of the Weather app widget not updating at the time interval specified in the settings.
• Open the phone's main Settings menu. • Select "Apps" • Click the "three dots" in the top right corner. • Select "Show system apps" • Scroll down to "com.samsung.android.weather" and click it. • Select "Mobile Data" and enable both "Allow background data usage" and "Allow app while Data saver on"
You might also check the same for the "Weather" app, and clearing the cache never hurts.
This worked for me, and now the weather is updated every hour.
