Message popping up every time I sign in

I keep getting a pop up about Google chat feature every time I try to use the phone.Is is persistent. I have to cluck on the home screen to get rid of it.There is always a possibility  that I.might accidentally cluck on it.
Does anyone know what this is?

It's from Google Messages asking you to Agree or not to use Google Messages Chat feature.

It's been reported by a few people, some of whom did not want to agree to the terms & conditions of Google Messages.

If you choose to agree, then the pop-up should not reappear.

Yes, that is the one.They don't give you an option to disagree.

Hi, Welcome to the Samsung Members Community Canada. Please perform clear cache on your phone and get back to us with the results.

To clear cache, go to Settings, swipe to, and touch Apps. Swipe to and touch the app you want to clear. Touch Storage, and then touch Clear cache.

Clearing cache won't do anything about the pop-up.

Apparently you either have to click on "Agree", or you have to hide the pop-up, which isn't actually a fix, but you won't see the pop-up.

You can do this by going to Settings > Apps > Messages > Appear on Top & Toggle OFF "Allow" permissions.
