I am using samsung s8.There is no mobile data enable/disable option in notification panel.

not sure 100% but I've heard same complain about the galaxy s7. I have s7 and I have it. I'm with telus. that's why I think it's carriers.

In Canada we don't have this feature on S7 . I have seen this feature is available in US carriers. lt was there in N preview and I have seen vedios.

There are some apps in Play store which has the Data on off Toggle, but would have been great if Samsung had this feature on quick settings

Google "restore mobile data quick settings toggle xda" and follow that tutorial. I got mobile data and the hotspot toggles back and they both work perfectly.
