OthersYeah, if that's indeed the case, it's absolutely ridiculous.. and I'm not sure if it's against CRTC regulations.. Samsung sells to the Canadian Carriers, and it shouldn't matter if you purchase from Samsung Canada, or Rogers.
I'd ask to speak with a supervisor at Rogers, and also contact the CRTC, or Google search for information about this.

OthersOne other thing, are you using a Rogers SIM, and did you verify that your device is using Rogers APN (Access Point Name) Settings?
Settings > Connections > Mobile Networks > APN
If you have something different from the screen shot, add my APN Settings to your device and Save.
Reboot and test.
