I received an email from someone with an address that ends in @samsung-partners.com, they also linked to:
https://samsung-partners.com/#partner_program
Which has a suspicious rar file for you to download if you click the materials button... this HAS to be a scam right?

Yes, it definitely sounds like a scam. As said by Kathrin1 Legit Samsung emails come from @samsung.com, not third-party-looking domains like @samsung-partners.com is not an official Samsung domain, and it’s highly suspicious.
Avoid clicking any links or downloading files from the email or website. Do not reply to the sender or provide any personal information.
Staying cautious is the best defense against scams like this!
