You can use either Bixby or Google Assistant. Both works for me.

But of course you need to do the initial setup for both assistants.

Personally, I use Google assistant to call someone more often. But Bixby can help me to put calls on speaker phone.

You can open Play Store. Search Google Assistant. Install it and set it up.

For Bixby, moderator answered it below.

Hey @sleek,
You can do it with Bixby Voice. Follow the below steps:
Press Bixby button >> click on three dots >> Settings>> enable "use while phone lock".
Now when your screen is lock you can say Hi Bixby, then command Bixby to call.
Example: Hi Bixby >> Call Samsung.

@sleek, Please try the below steps to set up your voice using Bixby Key.

To set up Bixby Voice, press the Bixby key, and then tap the Next arrow. If needed, sign in to your Samsung Account, and then tap Next again. Review the terms, tap I have read and agree to all of the above, and then tap Next. Follow the instructions to set up Voice wake-up. When you’re finished, tap the checkmark. From the Give it a try screen, follow the tutorial to proceed or tap Skip to continue.
And try now. I hope it works!

interesting, the only real function a cellphone has is to make and receive calls and now the manufacturers have made them so complicated that the can't do that without an assistant. everytime a person is killed while texting the manufacturer of the phone should be sued for millions for producing something that should work automatically without an assistant. it is shear negligence on their part for producing such a dangerous product.
