I have done that , and i have rested the App and cleared the cache and the device and i have rested the Phone , still the problem is still there

No , and i have updated it to andriod 11 still the problem is there

Try clearing cache & data for Samsung health & Reboot.
It's not a system app, so you could always uninstall & reinstall it.
Because you can't open the app now, you won't be able to backup your S-Health data, so you may lose some of it?
