Call and text from other devices does not work always

Call and text feature between S23 Ultra and Galaxy Tab S9FE works intermittently. Able to send and receive text from Tab. Able to receive incoming calls on the Tab. But calling from the tab fails with this message - "can't make a call. make sure your connected to a network and call and text from other device is on". Once the call and text on other devices setting is opened (either on the phone or tab) it starts to work again. It seems like this feature goes to "sleep " when idle. Both devices are on the same wifi network and signed on to the same Samsung profile. Samsung has performed diagnostics on both devices and found no issues. Can anyone help in resolving this intermittent issue?

When i am sitting watching TV and my phone rings. So does my tablet and watch a d phone. All play different tunes. It sounds like the bells of Notre dame when I get a call

I haven't found this issue, but I tend to use it more for text as compared to calls. Question, are you using VPN at all? I do find that can sometimes present issues.

Next goin in to app settings on both tablet and device. Make sure messages is not on 'Optimized'
