Sorry to hear you're experiencing this issue after the latest update.
At this time, there’s no direct setting in One UI to revert notification bubble colors back to white. However, here are a few steps you can try that may help improve readability:
Check Theme & Color Palette:
Go to Settings > Wallpaper & style > Color palette. Try disabling the color palette or switching to a different one to see if it impacts the notification background color.
Good Lock > Theme Park:
If available in your region, Theme Park lets you customize system UI elements, including notification backgrounds, with more control.
We've escalated this feedback to the relevant team. In the meantime, we also recommend submitting an Error Report via the Samsung Members app under:
Support > Error reports > UI/Notifications — this will help our team investigate further.

ThemesMy notification background is more transparent, but I think your problem is more associated with the font colour.
If it helps, I'm always on dark mode, and all of my wallpapers are black.
Make sure to disable the theme'd colour pallette, or try a darker wallpaper.
