My Gear Sport just received the update this morning that replaces svoice with Bixby, among other things. Should also be available for other older watches, too.
As an aside, Bixby still doesn't support Spotify. I've sent another email to Samsung support in the hopes that they can get their butts in gear and enable it in Canada, as it's already working in other markets.
