Download & Install Samsung Health Monitor to Sync with your watch.

Sorry, Health Connect, not Health Monitor.

Download it from the Play Store.

What 3rd party app are you trying to get O² measurements on?

Can you elaborate about how these could allow 3rd parties application getting information

I can confirm that with a Galaxy Watch 5 Pro and the latest Samsung Health application at the time of this post, the only SPO2 data shared with Health Connect is manually initiated measurements. SPO2 recorded during sleep is not exported and can only be accessed in the form of a very basic summary (not a time chart as one would expect) from within the Samsung Health application.
It should be really easy for the Samsung Health application maintainers to export the sleep time SPO2 measurements to Health Connect (in full not summary).

Please consider relaying this to the concerned parties in order to catch up with features competing watches readily provide.
