I think SMS is for sending messages with or without Data and GIFS is small video and needs a Data to send across. Lots of people have limited data plan and GIFS will consume there data so Samsung might have kept this in mind.Try sending Gifs without data from your phone on your Google messenger , the messenger will display sending but will not until you turn on Data.
Even iPhone doesn't have Gifs feature in it's keyboard.

I found a work around the restriction. Download igmur app. Open igmur and sign in. After, in the samsung message app select the paperclip icon. Go to other tab then select image. Select igmur as default app then you will be able to send gif. I was able to send gif to iphone also.

That's ridiculous, this is one of the reasons that I pay for the data to send images, GIFs and videos through messages.
I shouldn't have to do a workaround to get something working the way it should. Like the way it works on almost every other app and OS.
SAMSUNG needs to fix this if they want people to use their messaging app. It's honestly the only reason I use a different app, otherwise the Samsung app works great.
