How to default Phone to WIFI Calling

In the phone app, under settings there is an option to use wifi calling.  The problem is that it defaults to 'Cellular Network Preferred' and no option to change it to use wifi by default.  My cell phone coverage isn't great and I would prefer to use wifi as my service provider supports wifi service.

There are a few things you can check on your phone if the Wi-Fi calling feature is not available.

First, make sure you are connected to a Wi-Fi network.

If the network signal is weak or unstable, it may not work.

Open the Quick Panel and check the Wi-Fi icon to make sure you are connected to a Wi-Fi network.

Also, to use Wi-Fi calling, you need to insert an active SIM card from a provider that supports this feature.

Check with your operator if your SIM card is compatible.

If that doesn't solve the problem or if the feature is not allowed, contact your provider for further assistance.

That's NOT what they were saying! 

They live in an area with poor Cellular service. 

They want to ONLY use WiFi Calling, and not with Mobile Network Preferred.

They DO have WiFi Calling on their device & supported by their Carrier... 

All of your remarks, were clearly already addressed in the OP's post!

Unfortunately you can't Toggle Off "Mobile Network Preferred".

You should be able to use only WiFi Calling, by removing the SIM, BUT you may need to use an app like Text Now, Signal, WhatsApp etc.

Thanks for the responses.  Are there other phones where I would have this option?

Pretty sure that they will all be designed to work the same way. 

Really if you want to ONLY use WiFi Calling, then use an app like Signal, Telegram (both of which are VERY secure), or WhatsApp, Text Now, neither of which are particularly secure.

I know this is an old post now, but I had the exact same problem and just figured out a solution that worked for me perfectly! Just put your phone in flight mode and then re-enable wifi, and it will force it to use WiFi calling without having to use any third-party apps. The only annoying thing is remembering to take it off flight mode once you leave the area where it is required.
