Switch to Google's Messaging app to resolve the issue.
It appears that Samsung's Messaging app has broken for a growing number of people, and it does not look like Samsung is planning on fixing the problem.
Samsung's Moderators, are also advising people to switch to Google's Messaging app.

But we recommend you to use Google messages instead of Samsung messages.
Please download Google messages and set it as a Default messaging app.
Open Google Messages >> Settings >> Toggle ON Chat Features.
Samsung has joined with Google on a common messaging client as default messaging app, Samsung has preloaded Android Messages for default messaging application.
