I turn on the blue light filter set it to sunrise to sunset setting but it does not stay on.

What do I need to do to have it stay on?

Since you have the blue light filter only set from Sunset to Sunrise it will only turn on during that time . You can set a custom schedule if you wish. Location setting needs to set to ON for blue light filter to function
