This feature always worked for my Note 8 on every type of screen I accessed that scrolled below the screen. My settings are enabled for smart capture. I am up to date with software updates.
Some resources online talk about the feature being depracated but nothing official. This is one of the most useful features on this phone.

A little research and the common solution is manually turning off the smart capture. Restart phone then manually turn on smart capture. Seems to be the thing that works. Don't forget to schedule your device to restart at least once a week. Helps with any updates you've installed be installed properly. You know just like when your PS4, desktop, etc needs a restart after software update/installation. Hope it helps!
