There was supposed to be a feature in Android 10, whereby font color would be adjusted depending on the color of the wallpaper.  Did that happen?  How do I enable it?

I think you're referring to this. It appears to apply only on lock screens and not thorough the UI. I don't think it's doable thorough the whole UI, as the font colours could render text unreadable in quite a few situations, bringing poor contrast chaos everywhere.

To add to this @chaton, if you do want to adjust some of the UI colour palettes, you can try using the theme park - it takes the image you select for your wallpaper and tries to match that palette throughout the system UI!

Theme park doesn't work with dark mode though. Just keep in mind in case that feature is important to you.

They should add individual color choice, keyboard coloring and dark mode to the theme park and it would be awesome. 😉
