Try wiping the cache partition. If that doesn't work back up what you can and do a factory reset. Sometimes cellphones get cranky after an update. Hope it helps!

so I cleared the cache, but the phone still restarts, as well text message notifications do not appear the correct number of text messages. and the unit will freeze up as well when the moisture notification is on

Infrequent but regular spontaneous reboot my updated Note 8, performed cache wipe, way too much work to factory default and redo all apps, screens, etc. for what needs to be a Samsung issue fixed.

It just happened and oddly enough my app history is intact. The phone restarted quickly and showed the Samsung logo, si makes me think this was a soft reboot if that's possible in Android. Some memory state was definitely retained.
