When I get a dialog asking what to open something with AND select one or always, setting a default app, it never retains my choice. This issue was on my Note 3 as well. I really hoped Note 8 get beyond this. It is very frustrating always getting asked this again and again and again ad nauseam!
Please Samsung address and fix. The attached screenshot is a single simple occurrence now. I know it won't hold.
I did send my system log to Samsung.

Settings - Apps - Defaults 😉
Never had a problem with setting up the Default apps - or choosing to not have a Default app 😉🐧

The point here is that the system offers the choice to set the choice as default BUT does not retain that choice as it asks the same repeatedly.
That you have not experienced the issue doesn't help without knowing configuration and details of your phone, OS, etc...
I of course had already checked the default settings for each app.
What I did find was an obscure setting I hadn't noticed before. There appears to be a global option that overrides default app settings to force ask for an app to use. I changed it and initially it seems to have fixed my issue.
I would still wonder why the initial dialog that offers the choice to use an app always would not disclose a global setting that makes it redundant. I hope Samsung would still address the apparent conflict.

Yeah I read that you have a Note8 and made my comments based on the knowledge that I'm familiar with your phone - And it's a safe bet that you're running either Nougat or Oreo. From your screen shot in your 1st post - Selecting Always should set the current open app to be the Default.
Android whether it's Samsung's ui or a Custom Launcher will almost always have more than one way to get to the same destination in your settings & sometimes it doesn't seem to be that intuitive 😉

I just updated to Oreo day before yesterday. This behavior had been on going and again just before I posted so I can't say if that persistent type global option was there before or not. Likely yes as it explains everything. I'll hope for the best for now.
