Samsung Core update bring persistent bar on the bottom of the display , its to navigate between background apps . It was there before but not all the time (wasn't consistent,). Now it seems Samsung has made it a permanent fixture now as its always there. Not really sure how i feel about it . I haven't found a way to disable it .

By core update so you mean OS/security updates? Have you tried clearing cache partition?
It looks like something bugged on your device. That bar is usually shown with gesture hints enabled. Looking at your screen shot it looks like it's still active even though it's disabled. Maybe try enabling it. Reboot, disable it and see if it fixes it.
