I have a Note 8 on Rogers, which I just updated to Oreo. Last night when I went to use the "Separate App Sounds" I realized the feature was missing. My friend's S8 on Oreo still has the feature. Is there a reason it's missing?!
It's going to be a pain in the b u t t (they censored the original word lmao), but if it's really REALLY bothering you, I'd try factory resetting it. Hopefully it turns up after that.

I'm having the same issue with my note 8. Ever since that stupid update I have no notification or text sounds and no way to fix it. I've done factory reset 3x. If there isn't a bug fix soon I'm sending my phone back!
