I just seen there is a "upgraded" one UI update set to drop August 2019 for note 9 what is this update an what dose it consist of?

Should be just the July Security Patch OTA & might include Call Continuity & Camera Night Mode - But I believe that most Carriers have already released it 🐧

You're referring to Samsung's Notice - Yeah - Unfortunately Samsung's "Notice" isn't very specific - It lumps OS Updates with Security Patch OTA Updates...
