Why no option for mobile hotspot in dropdown?

Thr swipe down from the top has quick access buttons, why can't mobile hotspot be added? It was on my Note 3 for crying out loud?

I shouldn't have to dig through menus for it.

this is removed by the providers. you can look at http://pconline.ca/downloads/restore_toggles.pdf for a way to restore the tiles
